
IEC 60364-7-703 splits a sauna into three zones, not four. The second edition cut the original fourth zone in 2004.
Zone 1 is the 0.5 m envelope around the heater, and only equipment belonging to the heater goes in it.
Above 1.0 m from the floor, equipment must withstand 125 °C and wire insulation must withstand 170 °C.
Every sauna circuit except the heater itself needs a 30 mA RCD under clause 703.412.5.
Cable belongs on the cold side of the thermal insulation wherever the layout allows it.
The standard does not cover prefabricated cabins that meet an equipment standard, so a factory-built outdoor sauna sits partly outside its scope.

Your electrician has wired hundreds of bathrooms and probably no saunas at all. We ship saunas out of KlaipÄ—da to installers across Europe, and this is the question that reaches us more often than any other. By the end of this article you'll know the three zones, the two temperature ratings and the one document that decides whether the installation is accepted.
Your electrician wires an outdoor sauna heater by treating the cabin as three zones instead of one room. IEC 60364-7-703:2004 (accessed July 2026) allows only heater equipment inside zone 1, the 0.5 m envelope around the heater. Zone 2 runs from the floor up to 1.0 m and carries no special heat-resistance requirement. Zone 3 is everything above 1.0 m, where equipment must withstand 125 °C and wire insulation must withstand 170 °C. Cable goes on the cold side of the insulation wherever it can.
That's the whole standard in five lines. The trouble starts one layer down, with what your electrician reads before he quotes.
Search for sauna wiring in English and you land on American retailer blogs. They talk in inches, they cite the NEC, and they were written to sell a barrel kit to a homeowner. None of that survives a European acceptance inspection.
The confusion runs deeper than units. UL published ANSI/UL 60335-2-53 in June 2025, the North American adoption of the heater safety standard Europe has used for years. A page written in 2024 and a page written today describe two different regimes, and neither is the installation standard your electrician is judged against.
Here's the second trap, and it's the expensive one.
Clause 703.11 says the standard applies to sauna cabins erected on site and to the room where the heater is installed. It then says the requirements do not apply to prefabricated sauna cabins complying with a relevant equipment standard. Read that twice. A factory-built outdoor sauna is not a cabin erected on site, so part of 7-703 is answered by the manufacturer rather than by your electrician.
What isn't answered is everything from the isolator outwards. The supply. The protection. The switching position. That's his job, and he can't delegate it to our documentation.
There's also a conflict nobody warns him about. A HUUM CORE manual carries the line "It is recommended to connect the unit to the mains without an earth-leakage circuit breaker (RCD)." Clause 703.412.5 requires a 30 mA RCD on every circuit of the sauna except the heater. Those two agree. An electrician who defaults to RCDs on everything, having read neither, has made a decision he can't explain when the heater trips on a wet October morning.
The zones are volumes, not wall areas. They're defined against the cold side of the thermal insulation, which is why the drawing matters more than the tape measure.

Two numbers do most of the work. Harvia states the same two in plainer language: cables above 1000 mm from the sauna floor must endure 170 °C when loaded, and equipment above 1000 mm must be approved for 125 °C, marked T125. PVC-insulated wire is forbidden as the connecting cable because it goes brittle. Rubber cable of type H07RN-F or equivalent is what both Harvia and HUUM specify.
HUUM adds one detail your electrician will otherwise get wrong on site. A junction box in the sauna room must be waterproof and sit no higher than 50 cm from the floor. That puts it in zone 2, where nothing has to survive 170 °C. It's a placement decision, and it costs nothing if made before the cable is pulled.
The zones are the same across Europe. Who signs, and against which edition, is not.

That German line about remote switching deserves a second read if you sell to hotels or spa operators. An app-started heater is a selling feature. It's also why the insurer wants a local enable in the circuit, and retrofitting one after handover is a site visit you'll pay for.
Copy these into the email. They close the four gaps that actually cause disputes.
"Which edition of the national installation rules will you design to, and will you state it on the declaration you issue?"
"Confirm the heater circuit is excluded from the 30 mA RCD, and that every other circuit in the sauna has one."
"Where will the junction box sit? It must be waterproof and no higher than 50 cm from the floor."
"Send me the heater manufacturer's installation sheet you're working from, with the safety distances marked."
Ask the fourth one first if you're short of time. The safety distances to ceiling, floor and walls are printed on the heater itself, and VdS 2279 says exactly that. An electrician who has never opened the sheet will not have seen them.
You don't need to learn the standard. Do one thing on the next job: send the zone table to your electrician, and ask him in writing which edition of the national rules he's designing to. When his answer comes back, file it with the delivery note. If a heater fails in year three, that piece of paper is the difference between a warranty claim and an argument about who wired it.

No. Clause 703.412.5 of IEC 60364-7-703:2004 requires additional protection by a 30 mA residual current device for all circuits of the sauna except the sauna heater. Lighting, controls and any other circuit in the cabin do need one. Some heater manuals go further and recommend connecting the heater without an RCD.
In zone 3, above 1.0 m from the floor, the insulation of wires must withstand a minimum of 170 °C and the equipment itself a minimum of 125 °C. Harvia and HUUM both specify rubber cable of type H07RN-F or equivalent and forbid PVC-insulated cable, which goes brittle in the heat.
The electrical undertaking that designed and carried out the work. It must be registered with active status in DSB's Elvirksomhetsregisteret, and it issues a samsvarserklæring under section 12 of the low-voltage installation regulations. Since 1 July 2026 that design has to follow NEK 400:2026, with a transition path for work designed earlier.
