
Across the EU a goods vehicle and its load may be 2.55 m wide, 4.00 m high and 16.50 m long as an articulated vehicle. Anything wider needs a special permit.
Road authorities measure the outside of your sauna, not the room inside it. With 128 mm walls, the outside is 256 mm wider than the cabin.
A 2.4 m cabin inside 128 mm walls loads at 2.656 m. That's 106 mm over the EU limit, and it turns a routine delivery into a permit case.
Work it backwards. 2.55 m minus 256 mm of wall leaves 2.294 m of cabin, the widest room that still ships as ordinary freight.
A permit isn't a convoy. Sweden requires a warning vehicle from 3.1 m, and Belgium requires one escort only above 3.50 m.
Decision times vary by country. The Netherlands issues 95% of exemptions within 14 days, and Belgium answers within five working days, or fifteen with technical consultation.
Ask for external width in writing before you sign. The drawing your factory builds from isn't the drawing your haulier loads from.

Your sauna can be 2.55 m wide before it needs a permit, measured across the outside of the walls as the unit sits on the trailer. That figure comes from Annex I of Council Directive 96/53/EC, which sets the maximum authorised width for goods vehicles and their loads in national and international traffic. Height is capped at 4.00 m, and an articulated vehicle at 16.50 m. Cross any of those and the load becomes abnormal transport, which moves only on a special permit issued by each country you drive through.
That's the whole rule. The trouble is that nobody in the chain measures the same thing.
Almost every sauna is specified from the inside out. The end customer wants a bench long enough for four people, so the order says 2.4 m, and everyone repeats 2.4 m right up to the day the unit is loaded.
Haulier websites don't catch this. Search for abnormal load rules and you'll get pages written for crane moves and transformers, illustrated with things that obviously need a police escort. A garden building doesn't look like that. So nobody checks.
Architects do the same thing. A sauna gets specified like a room, in clear internal dimensions, because that's how every other element on the drawing is specified. It's the right habit in the wrong place. A building never has to fit on a trailer.
The wall is what closes the gap. Our cube line runs 128 mm walls, because that's what holds heat through a Baltic winter without the heater working twice as hard. Insulation is a thickness. Thickness sits on both sides of the room.
So there are two drawings, and they measure different objects. One measures the cabin. The other measures the box.
Nobody's lying. The numbers just never meet.
And they meet for the first time at the loading bay, the most expensive place in the chain to find a problem. The truck is booked. The crew is standing there. And the permit takes days.
Here's the arithmetic, and it takes one line.
Take a cube with a 2.4 m cabin. Add 128 mm of wall on the left and 128 mm on the right. The outside measures 2.656 m. The EU limit is 2.55 m. You're 106 mm over, and 106 mm is the difference between a curtainsider next Tuesday and a permit file.
Now run it the other way. 2.55 m minus 256 mm of wall leaves 2.294 m of cabin. That's the widest room you can build inside a 128 mm wall and still load it as ordinary freight.
So that's how wide your sauna can be before it needs a permit: 2.55 m, measured across the outside, with everything on it.
Everything means everything. Roof overhang. Glazing frame. Transport frame. Packaging. Anything bolted on for the journey counts as load width, and a 40 mm batten on each side can push a compliant unit over.

Under 2.55 m external. Ordinary freight. Any general haulier, next available truck, and the date is yours.
2.55 m to roughly 3.50 m. A permit case in every country on the route, but usually one truck and no escort. You lose lead time, not control.
Above roughly 3.50 m. Escorts, route approval, and a delivery date that belongs to the road authority.
Most saunas that cause trouble sit in the middle band. They're not spectacular loads. They're 100 mm too wide.
The EU sets the baseline. Each country writes its own permit procedure, and the numbers are not the same.

Read that lead-time column as a delivery-date column. Five working days in Belgium and fourteen in the Netherlands are not the same promise to your end customer.
You don't need to become a transport specialist. You need five lines in an email, answered in writing before the order is confirmed.

What is the external height as the unit will stand on the trailer, measured from the underside of the skids?
Is that width above or below 2.55 m?
If it's above 2.55 m, which country issues the first permit on the route, and how many working days does that authority publish for a decision?
Will the unit ship assembled, or as panels that each stay under 2.55 m?
Question five is the one that changes the answer. A factory that can hand you both options has already thought about the trailer. A factory that answers only in internal dimensions has told you something too, and you can check the rest of that supplier the same way.
Keep the reply. The width in that email is the number your haulier prices against, and it decides whether the unit needs a permit at all. It also isn't the only permit in this chain, because the same sauna may need a building permit at the other end.
You don't need to redesign anything this week. Do one thing. Ask for the external width of the unit as it will sit on the trailer, in writing, then check that figure against the CMR before the driver pulls away. A sauna measured at the factory gate is a delivery. The same sauna measured at a border is a phone call.

Neither, in practice. Directive 96/53/EC ties the special permit to the vehicle or vehicle combination and its route, so the carrier files it. Who pays, and who absorbs the delay, is decided by your delivery terms. That's why the width belongs in writing before those terms are agreed.
A barrel's widest point is its diameter, so the same 2.55 m rule applies across the outside of the staves. Barrels between 2 m and 6 m vary in length rather than diameter, so length rarely stops them. The 16.50 m limit covers the whole vehicle combination, not the load alone.
