There's no European building permit. The seven markets in the table below run seven different thresholds.
Sweden retired friggebod and attefallshus on 1 December 2025. Inside a detaljplan you now get 30 m² per complementary building and 45.0 m² in total.
Norway exempts a detached building up to 50 m², placed at least 1.0 m from the boundary, and "som ikke skal brukes til beboelse".
Finland's threshold since 1 January 2025 is 30 m² or 120 m³. Volume catches tall cabins that floor area lets through.
Iceland's permit-free smáhýsi is defined as unheated, so a sauna never qualifies, whatever its footprint.
Three of the seven markets use a 2.5 m height ceiling. Denmark and England apply it near a boundary, Iceland applies it outright.
Permit-free isn't rule-free. A stove, a chimney or a drain re-opens the file in most of these markets.
You can lose a delivery slot to a rule that fits on one line. We ship saunas across Europe from a 2,000 m² workshop in Klaipėda, so we read these thresholds before anyone cuts timber. By the end you'll have a seven-market table and a site sheet to send any customer before you take the order.
An outdoor sauna needs a building permit in Europe whenever it crosses the local size, height or use limit, and those limits are national rather than European. Sweden allows 30 m² per complementary building inside a detaljplan. Norway allows 50 m². Finland uses 30 m² or 120 m³. Iceland's permit-free category excludes heated buildings outright. Below the threshold you usually build without an application. Above it, or with a wood stove, you file. As of July 2026 no single European rule replaces any of this.
So the useful question isn't whether a permit exists. It's which trigger your model hits first.
Most of what you'll read online about Swedish garden buildings is now out of date. On 1 December 2025 the friggebod and attefallshus categories were replaced by a single one, komplementbyggnad. The old split of 15 m² plus 30 m² is gone.
Inside a detaljplan the current shape is simple. One complementary building may reach 30 m² of building area with a roof ridge height of 4.0 metres, and all complementary buildings on the plot together may not exceed 45.0 m². The building sits 4.5 metres from the boundary, or closer with written consent from the affected neighbours.
Then comes the part that catches sauna orders. The City of Stockholm's building-permit guidance states it plainly: "Om du exempelvis installerar vatten och avlopp, ventilation eller eldstad behöver du göra en anmälan och vänta på startbesked innan du börjar bygga" (accessed July 2026). Water, drainage, ventilation or a fireplace means a notification and a start clearance, even when the building itself needs no permit.
A sauna is rarely just a box in a garden. It usually arrives with at least one of those four.

Read the fourth column twice. Only Finland's catch is really about size. The other six are about what the building is and where it stands.
The spread across these seven markets is 1.0 m to 4.5 m, and the boundary rule is the one customers get wrong most often. Norway is the most generous: SAK10 § 4-1 states "Tiltaket skal plasseres minst 1,0 m fra nabogrense" and applies the same 1.0 m to other buildings on the plot (accessed July 2026). Sweden asks for 4.5 m unless the neighbours sign. Iceland lets you go under 3.0 m only with written consent, and then the facing wall carries no window and no door.
Now put a glass sauna against that last line.
Our cube line is built around full-height panoramic glazing. Aim it at a boundary 2.8 metres away in Iceland and the exemption disappears, however small the cabin is. That isn't a manufacturing problem. It's a siting decision the customer has to make before the order is placed.
Height works the same way. Denmark and England both collapse the allowance to 2.5 m near a boundary, and Iceland caps a smáhýsi at 2.5 m anywhere on the plot. A barrel is as tall as it is wide, and our barrel line runs from 2 m to 6 m, so on a tight plot the diameter can decide the answer before the length does.
Yes in most of these markets, and the chimney is treated more strictly than the stove. Norway's building authority separates the two in one line: "Installering, endring og reparasjon av ildsted som ovn og peis i eksisterende byggverk innenfor en bruksenhet eller branncelle er unntatt søknadsplikt" (DiBK, accessed July 2026). Rebuilding or extending the chimney itself is the opposite case, and needs an application and permission from the municipality. Sweden folds the fireplace into the anmälan and start-clearance route quoted above.
So the fuel choice changes the paperwork, not just the ritual.
We fit Harvia and HUUM heaters, and the heater is a separate component with its own manufacturer documentation. That documentation is what an inspector asks to see. An electric unit usually keeps the file thin. A flue puts a second authority in the loop.
Yes, and in both countries the national number you're hunting for doesn't exist. The Austrian federal portal states that building matters fall under state legislation and that "es in Österreich nicht eine, sondern neun unterschiedliche Bauordnungen gibt" (last updated 3 July 2025, accessed July 2026). Nine building codes, nine sets of thresholds.
Switzerland pushes the decision one level lower again. The Canton of Zürich's official guidance says "Für die Errichtung, Änderung und Nutzung von Bauten und Anlagen braucht es eine Baubewilligung", and that the municipality where the plot sits is the body that grants it (accessed July 2026). For those two markets the only honest answer is a call to the commune before you quote a delivery week.
Nothing in the seven rule sets above makes the seller the applicant. The permit attaches to the plot, so the owner files it. The consequence doesn't split the same way, and that's where installing resellers get hurt.
The customer loses a summer. You lose a slot, a crane booking and a unit sitting in storage.
That asymmetry belongs in your process rather than your invoice. A supplier who assembles and checks the unit before it ships hands you fixed dimensions to test a plot against, which is one of the things worth confirming before you commit to a manufacturer. A unit that's still a kit of parts hands you a drawing and a hope.
Four checks, in this order. Each one can be done from a desk.
Classify the building, not the box. Ask whether the local exemption covers a heated structure that people sit inside. Iceland writes the answer into the definition. Denmark writes it into the ban on beboelse.
Run both numbers, not one. Take the floor area and the volume. In Finland 25 m² of floor under a 5 m ridge is 125 m³, which is over the 120 m³ line even though the footprint stays under 30 m².
Measure to the nearest boundary before you pick the model. Under 2.5 m of clearance in Denmark, or 2 m in England, the whole building caps at 2.5 m in height.
Ask what the stove adds. A wood burner brings a chimney, and chimney work brings its own application in a market like Norway.
Copy these four lines into the enquiry form your salespeople already use. Plot address and municipality. Distance in metres to the nearest boundary. Floor area and total volume of the model requested. Electric heater or wood burner. Four answers, and you know which rule set you're standing in.
You don't need to learn seven rule books this week. Do one thing on the next enquiry. Ask for the distance in metres from the sauna's proposed corner to the nearest property line, and write it on the order form before you confirm a delivery week. It's a number the customer can pace out in a minute. It's also the number that decides whether your truck has anywhere to unload.
