Insurers judge a commercial sauna on paperwork, not on how it looks. The British Sauna Society operator guide (accessed July 2026) puts it plainly: "They care less about perfection and more about evidence of competence."
Six of the documents an insurer wants come from the factory that built and shipped the cabin. Five can only come from you, the operator.
A fire risk assessment is a legal duty in the UK, not an insurer's preference. Article 9 of the Regulatory Reform (Fire Safety) Order 2005 requires the responsible person to "make a suitable and sufficient assessment of the risks to which relevant persons are exposed".
The BSS lists "choosing designs that are hard to insure" among the mistakes that sink early-stage operators.
BS EN 18164:2026 was published on 2 March 2026 and runs to 20 pages. It excludes the electrics, which sit under BS EN 60335-2-53:2011+A11:2023.
Insurer guidance gets specific about upkeep. The Hanover Insurance Group states that "heater rocks that surround the heating elements should be replaced at least annually".
Annual premiums for UK sauna businesses "commonly range from several hundred pounds to over £1,000 depending on setup", according to the BSS operator guide.
An insurance quote for a commercial sauna moves at the speed of your worst document. We build saunas in a 2,000 m² workshop in Klaipėda, so we're the ones who get the frantic email asking for paperwork the week before opening. By the end of this article you'll know which six documents come from the factory, and which five only you can write.
An insurer asks for evidence that the sauna was built by an identifiable manufacturer and is run by a competent operator. In practice that means two folders. The manufacturer supplies six items: the heater manual, the cabin's electrical documentation, the construction and materials specification, the pre-shipment inspection record, verifiable company identification, and a handover pack with a maintenance schedule. The operator supplies five: a fire risk assessment, documented activity risk assessments, ash handling procedures, supervision and consent policies, and the site electrical installation certificate.
Miss one item and the underwriter doesn't say no. They just stop moving.
It changes how many parties the underwriter has to trust. A flat-pack sauna assembled on site has a chain of them. The kit supplier, the carpenter, the electrician, the operator. Each one can point at the next when something goes wrong.
A unit that arrives assembled and checked has one. Our saunas leave Klaipėda as a finished product rather than a project, so the inspection record and the build specification describe the same object the insurer will eventually pay out on.
The British Sauna Society names this directly. Among the things providers examine, its operator guide lists "insurability of design and materials" and "insurer acceptance of build method". Build method is a line item. Not a footnote.
Six, and you should be able to get all six by email in a working day. If a supplier needs a week to find them, that tells you something about how the unit was made. Here's the split between what the factory owes you and what no factory can hand over.

Note the second column. Only one row of the eleven is written by a heater manufacturer, and none of the operator rows can be bought with the sauna.
Anything that describes how you will run the site. We can tell an insurer what the cabin is made of and what we checked before it shipped. We can't tell them who empties the ash pan on a wet Tuesday in November.
The British Sauna Society's operator guide lists what providers actually investigate. It includes "stove safety and maintenance, fire risk assessment and fire management procedures", "ash handling and disposal procedures", and "documented risk assessments for all activities and services offered". Read that list again. Every item on it is a behaviour, not an object.
The same guide is candid about cost. Annual premiums "commonly range from several hundred pounds to over £1,000 depending on setup", and it advises operators to gather their documentation before they go asking for quotes. That order matters. Documents first, then quotes.
The legal floor sits below the insurer's wish list. Under article 9 of the Regulatory Reform (Fire Safety) Order 2005 (accessed July 2026), the responsible person must record "the significant findings of the assessment" once they employ five or more people or hold a premises licence. No manufacturer can discharge that for you.
Distance, materials and access. A wood-fired stove close to a timber wall raises questions that no amount of good intention answers. So does a flue passing through a combustible roof build-up. So does a cabin parked tight against a fence line or a neighbouring structure.
The Hanover Insurance Group's sauna fire safety guidance (accessed July 2026) is blunt about the electrics: "Heater installation and any subsequent maintenance should be done by a licensed, qualified electrician, following manufacturer requirements." The same document requires that "the unit must be grounded and proper clearances to combustible materials maintained", and that the high-temperature shutoff "should never be bypassed or removed".
Glass is the honest one. Our cube line uses full-height panoramic glazing, and it's the feature buyers ask for first. It also changes the conversation, because glazed walls alter how heat is held and how the room is ventilated. If your underwriter wants a high proportion of timber-lined surface, have that discussion before you order.
Size matters too. Our barrels run from 2 to 6 m, and a 6 m wood-fired unit on a public beach is a different exposure from a 2 m electric unit in a walled courtyard. Same product family. Different underwriting file.
It matters as a reference point, not as a certificate. BS EN 18164:2026, "Wellness facilities for public use. Climated rooms. Requirements" (accessed July 2026), was published on 2 March 2026 and runs to 20 pages. Its scope reads: "This document specifies requirements for the design and construction of climated rooms and any associated equipment for public use. This document does not apply to electrotechnical aspects of climated rooms."
That last sentence is the one to remember. The standard describes the room. It does not describe the heater's electrics, which sit under BS EN 60335-2-53:2011+A11:2023 (accessed July 2026), published on 30 June 2023.
According to SaunaNews (accessed July 2026), CEN approved the text on 26 January 2026, with national standards bodies obliged to adopt it by August 2026. European standards are voluntary unless legislation references them. That doesn't make them irrelevant. It makes them the vocabulary a tender, a renewal or a claim reaches for.
So don't ask a supplier whether they're "EN 18164 certified". There's no such certificate. Ask which clauses their build addresses, and ask them to point at the drawing.
You do, and you carry more of it than you expect. The moment your own crew sets the heater, routes the flue and closes the wall, the manufacturer's inspection record stops describing what's standing on your site. The insurer knows this. It's why the build method question exists.
This isn't an argument against self-installation. Plenty of operators do it well. It's an argument for documenting it as thoroughly as a factory would. Photographs of clearances before the lining goes on. The electrician's certificate. A dated commissioning note. The factory half takes a day if your supplier is real. The operator half takes weeks, because a fire risk assessment and a set of activity risk assessments need someone to walk the site and write them. Start the operator half first. It's the half with no shortcut.
No. A private garden sauna sits under household cover and building rules, not commercial liability. The documentation chain in this article applies once members of the public pay to use the room. If you're moving a garden unit into paid use, tell your insurer before the first booking, not after.
Ask for the pre-shipment inspection record from the last unit they shipped, not from yours. It's a small request and a revealing one. A factory that inspects every unit has that document in a folder. A supplier that assembles on demand will change the subject. Ask about the timber in the same email, because thermowood behaves differently from treated softwood and a materials specification should say which one you're getting.
You don't need to gather all eleven documents this week. Do one thing instead. Email your current supplier and ask for the six factory documents on a unit they've already delivered, and give them a working day to answer. Then open a blank page and write the first line of your fire risk assessment. The folder is what the underwriter reads. Nobody in that office will ever see your sauna.
